Updated my Ubuntu 18.04 LTS Kodi box today and the new hts addon got installed, when starting Kodi the addon was disabled with the message that it is not compatible with this version of Kodi (Beta 3). I activated debugging log but aside from the simple incompatibility message there was no other trace, so I did not include a log at the moment here. If you still want a log, I can provide it, no problem.

I noticed the same - kodi-pvr-hts 4.3.11-1 from the unstable repo can't be enabled with Beta 3.  I think I picked it up about 5 hours after it was published .

I guess the prior version is available for a dpkg install as a workaround for now.
