Parsing for closed captions

Hello all,

I'm a Kodi newb, running Kodi 17.6 (OSMC) on a Raspberry Pi 3.  I have a question about closed captions (CC).

I have a rip of a DVD I own.  The DVD has closed captions.  If I play the rip in VLC I can display the closed captions just fine.  However, I can't get them to appear in Kodi.  I've enabled Parsing for closed captions under Settings > Language, but that has no effect.

Everything I search talks about subtitles and opensubtitles.org.  I can find almost nothing about closed captions.  Do I have to do something other than enable parsing for closed captions?

I have a similar problem. I am using Kodi v17.6

I have a PVR (something called Fetch TV - https://www.fetchtv.com.au) which I can access via VLC or Kodi on my Windows 10 PC to play previously recorded TV programs off this device. VLC allows me to view the closed captions when I turn on subtitles. Kodi does not. The files have a .TS extension.

Is there something I need to add to Kodi?

From the couch Kodi is a far superior interface than VLC of course; there are hearing impaired viewers in our household and closed captions/subtitles are an important requirement.

Any ideas and solutions will be greatly appreciated.
