I'm not sure I follow are you referring to the new binary repo?
I'm installing via uwp which is not supported by the binary repository so i would expect this addon to still be in the kodi repo unless i'm mistaken?
When I look at the change log : https://kodi.wiki/view/Kodi_v18_(Leia)_changelog I can see IPTV Simple Client PVR Addon backend client maintained and available from Kodi's community
None of which explains why it isn't in beta 4
