Win Old PC shows solid colors when trying to play videos

Hi,
I am trying to play a video on Kodi, on my older pc, it plays perfect through VLC or MPCHC but does not through kodi.
I researched this and the only solution i found is to disabled acceleration and use software rendering.
This did not work for me, I still get the same issue.
CPU: Intel Pentium E5400
GPU: Intel GMA 3100 Intergrated Graphics
Windows 8.1
I think the video is encoded in HEVC, if that has anything to do with it.

Your hardware is not supported on modern kodi. Please use version 16.

For supported hardware see the wiki: https://kodi.wiki/view/Supported_hardware#Windows

There are some hacks around via advancedsettings - you might have luck with those.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

 Kodi 16 + software rendering works perfectly, no matter what I did I couldn't get it working on 17 or 18 beta.
