Full BD menus require a Java virtual machine and there's nothing available for us to use for this on Android, there are Kodi forks installed on some Android media players that do full BD menus, but they are being used on commercial products and these companies are willing to violate the Kodi licence terms by not open sourcing the changes they've made so we've no clue how they've done it.
