Without log no one can help you.

1) Stop kodi
2) Start kodi
3) Play the file

Now directly upload the log. Make sure Component Logging is disabled - this will spam the entire log
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

edit:

i have removed the hardware acellaration, when i disable media codec surface, the problem persists, when i disable both surface and media codec, the video plays but with lag.

Sounds like an add-on issue

Seems like your network setup needs some permissions attention?
The list of http errors 22 is endless.

Not sure, but I don't see the need to use the http protocol for network file access to begin with. Is this because of plexconnect or something else?
I prefer to use a proper file network protocol like SMB, or better yet, NFS.

The http 22 errors are caused by PlexKodiConnect and the music library still being enabled, but unfortunately have nothing to do with the issue here. More details: https://github.com/croneter/PlexKodiConnect/issues/14

I'm afraid this seems to be a Kodi issue.

PKC only hands over the file to kodi for playback. That succeeds. Then it's entirely up to Kodi to play the file. Best test: circumvent PKC and try to directly play the file - which failes here...

Sorry for not replying earlier... i was starting over from scratch my install with nfs and my setup is not yet complete.

I have done what was asked, here is my log http://paste.kodi.tv/sonasonali

it has a lot of errors, but the specific one is for the movie Iron master i think it is: (ERROR: Control 120 in window 10153 has been asked to focus, but it can't)

i have installed latest development build of kodi master of 7/1/2019 and changed the xbmc.gui number on the addon.xml of the kodi skin.

edit: would like to rephrase that video plays with sound is just the image that turns into a black screen.
