Audio offset, all sounds even system sounds

System: Intel NUC native install LibreElec latest version
Since more than a year ago, I started to get delayed audio in movies and streams.

If I play a local file, the offset is 200ms
Streaming Netflix: 200ms
Youtube: 200-350ms
System sounds are also offset!

Since this started I have reinstalled it all, and even bought a better NUC and reinstalled.
But no luck, all sound is offset, it is really annoying!
What can I do to fix this?
NUC is connected to TV via HDMI and nothing else.
In setting it says Displayport (?) but it is the only option to get sound to the TV.
Is there a global setting?

To receive meaningful assistance you will need to provide a full debug log.

If you are using the Basic Method, then ensure the following is applied...
1.Enable debugging in Settings>System Settings>Logging,
2.Restart Kodi
3.Replicate the problem.
4.Upload the log to Kodi Paste Site manually or use the Kodi Logfile Uploader. (wiki) With either method post the link to the log back here.

If you are using the Advanced Method ensure you have correctly created and applied the advancedsettings.xml file (wiki)

In both instances, you should see the word DEBUG throughout the log.

Note: Full logs only. No partial or redacted logs
