No, you have to create them. But Kodi gives you an easy way to do it.
1. Create a folder somewhere outside of your Music Source. Call it
Artist Information Folder or whatever you prefer
2. Go to
Settings>Media>Music and set the path to the
Artist Information Folder...

3. Go to
Settings>Media>Library and select
Export Library IN THE MUSIC LIBRARY SECTION. Be aware that many people pick the Video Library Export.
4. Once you choose the first option as shown in the image, then make your other settings as shown in the image, or to your preference
This will now create all the folders in the Artist Information folder
based on the music currently in your library. It won't automatically add new folders as you add new music. You need to run the steps again.
Also, you need to have added the Extended Artwork Tags in your advancedsettings.xml folder to scan extended artwork...

When I created my Artist Information Folder, for 300 albums, I had over 1000 artists folders created. Just to give you an idea.
