Did anyone find a solution to this? I have the same exact problem here, across multiple android boxes. Kodi 18.1 on Android (8 or 7) will not load remote IPTV list. Windows works perfectly. 

Is there any other add-on option for playing IPTV in Kodi? I'm not interested in Android apps that launch from inside Kodi, just Kodi add-ons for playing IPTV.

I have the same problem on Windows 10. I have used the TV urls and explanation from here:

I am using kodi 18.1 so perhaps these instructions are out of date but I can't find any better. I did manage to get some IPTV working by importing those urls into the nextpvr backend but it's a less than satisfactory solution.
