Thank you for the update on the status of the pull request. I don’t believe it made it into the 18.2 stable release as I tested the RC and found the issue still exists. I’ll keep a lookout for the next nightlies and 18.3 alpha/beta/rc builds to see if it makes it in. What’s the pull request details so I can check when it’s been committed?

The issue still remains on 18.4 but I found a workaround for those that don't already know.
Just enable your hotspot on your cellular device...simple as that.
As soon as I did that all was well

when you say source, what source? again, please be specific. Is it http, https, smb, something else?

Has any progress been made on this issue? I'm trying to stream video back to my own iOS devices via https basic authentication from an apache2 directory on Ubuntu 18.04. If I do it over wifi, I have no issues at all. If I try to stream over my cellular connection, I get the "Network is not connected" message. If I turn on the personal hotspot on my iOS devices and tether a device off of them, than I can stream via cellular, as I would expect.
I tested this error and it's present on iOS 10.3.3 and 12.4 on cellular. Using Kodi 18.5.
Was the PR that was mentioned earlier ever merged? This issue should be easy to reproduce.

A network PR based off memphizs branch was merged into master branch. It was a little too invasive to backport to v18, so I don't have any intention to do that sorry.
Feel free to try a v19 nightly to confirm if it fixes the issue or not though.
