I don't think the 16.x or 17.x series is supported any more.  Sounds like you need to look at an ubuntu archive or something similar.  Is there a reason 18.x doesn't work?  Perhaps Ubuntu stopped supporting 32-bit architecture (too lazy to search myself/I do not use that distro)?
