Just curious is possible to boot a webpage with any of the addons like a pc? I'm trying to get some tv stations to play while out of the city.

No. Webpages are not Operating Systems, so you cannot boot them.

You will need to install and configure emby, if you want to use kodi library.
Or move to solution like plex if you wanting to do that more than few times.
