I don't think FTP is a supported protocol. If your aim is to access a library, recommend nfs or samba.

FTP to an external HDD... Not your best option, but you will probably need to install the VFS Virtual File System add-on.
Good old SMB or NFS is a better/proper network file protocol for accessing media files.
