Linux SD TV Video very poor video playback - no upscaling?

AMD GPU, Ubuntu 18.04.2 client

After updating to Kodi 18.2  local (AU) PAL Standard Definition playback is pretty much unwatchable due to a poor rendering. I've been switching back tho the mythtv-frontend when I want to watch SD  live to air  or recorded programming.
 
The scaling options in Kodi - mythtv-pvr don't seem to have any effect.

Examples of SD Live to air (AU) (MPEG2):

Are the any other tweaks that might help to improve the situation?

That looks like a decoding error, not a scaling problem. Did you update your AMD drivers recently, too? This would get more traction on the Linux support section of this forum.

Please post a debug log.
