Back-port of "Player.Chapters" from Kodi v19 Matrix skinning engine to v18

Hey there,

I'd be interested, if this feature could be back-ported to Kodi v18 in another release (maybe 18.4)? I'd like to implement chapter markers in the progress bar of my skin.
Or is there a simple way to achieve this without the v19 addition already in the current skin engine?

That's a real bummer as v19 is a long way off... Any ideas how this could be done with v18 already without a backport?
