Android Add a permanent notification and optionally media controls within it

Hi, I would like to suggest to have a permanent notification for Kodi on start on Android, so that is not killed when in background. Doing so it would permit music (and other media) reproduction and the DLNA server function while using other apps or with the screen off (since this features are present both, but not very useful if the app is killed after a short time in the background). I think it is very easy to implement, and it's the standard approach used by other apps like Emby or Plex Server (on the Nvidia Shield TV or every Android device when sideloading the Shield apk), since Android does not kill applications in background with active notifications.

In alternative, a more elegant solution would be to have the notification appear only while the DLNA server is active or some media is in reproduction, and a nice touch would be to have native media controls on it (like it seems to be the case on iOS from 2013).
