Will team kodi look at adding in 1080p and 4k upscalling 4 sd videos. also i would love to learn how to skin any tutorials on this. add in support for google assistant.

and any chance of kodi producing gui based skin builder so we can build our own skins without having to useothers

Upscaling is already carried out by the platform/Kodi dependent on your configuration.  Maybe you can say actually what you are trying to achieve
