Reducing Kodi functionality with a skin

Hello, Kodi pros!

We are looking to use Kodi as a media player frontend for an application where the content is predefined and the user should not be able to modify the set-up. 
Would it be possible to hide and disable all other Kodi functionality (menu items, settings, etc) except the media (videos) in a predefined folder such that the user would be able to select and watch these videos, but nothing else - not even change the Kodi settings, install plugins, etc? Would it be possible (easy) to achieve such limited UI with a custom skin?

It is. But you have to create a very simplified skin for it.
