I did some tests comparing the upscaling quality of the new Shield Pro to Apple TV 4K & Odroid N2. I used Shield's AI Enhanced-medium level for comparison against other devices. I also compared the different AI Enhanced levels. For Kodi, I used Lancsoz3-Optimized for 480/720p and bilinear for 1080p. On Apple TV 4K, I used Infused. The test pattern is from Spears & Munsil HD & UHD Benchmark discs. 

1) 480p to UHD
2) 720p to UHD
3) 1080p to UHD
4) UHD (No upscaling)
5) 720p - AI different levels
6) 1080p - AI different levels

The surprise to me is how good the Ordroid N2 is at upscaling 1080p to 4k.   I'd put it above the AppleTV 4k. 

How do you best set-up N2 to upscale everything to 4K? Whitelist all but 4K resolutions in Settings?

If you want only 4k output then only whitelist the 4k frame rates. If you want to output content at native resolution then select all that apply.
