2019-11-18 22:07:38.136 T:2972765280 NOTICE: Disabled debug logging due to GUI setting. Level 0.

Enable debugging and restart Kodi for a more detailed debug log (wiki).

Assuming you monitor does actually support it (some don't) you need to enable 4kp60, either by using the Configuration utility from the preferences menu, or by editing config.txt and adding hdmi_enable_4k=1. Note that this will increase power consumption and therefore heat, so if 4kp30 works for you, then I would recommend using that. Note, 4kp60 only available on HDMI-0.

You only have 76MB of RAM allocated to the GPU. You need more, the recommended for the PI 4 and 4K video is 320MB. Check this for more information:
https://www.raspberrypi.org/forums/viewt...6&t=251645

If you have a 4K 60fps capable TV/monitor and a HDMI 2.0 cable, don't forget to enable the hdmi_enable_4kp60=1 option.
