My tv doesn't support [email protected].  Tv say no signal. so i blacklisted this resolution.
It works fine at 4K@24fps
Now when i play it it switch to 4K@60.
is possible to force a resample to 24fps only when i play a 23.976fps file?
And leave resolution change for 25P and 30P?

Resample? There is an option in Kodi to adjust to those (minor) differences: "Sync playback to display"

Provide a debug-enabled kodi log file for some more inner details.

There WAS an option called: "Sync playback to display".
The Switch is still there but it doesnt work anymore.
When will it come back?

Working fine here on a recent Kodi Leia nightly.  Could you provide details (Kodi ver, debug log?)
