Help for upgrade system and enable 60Hz and HDR

Dear Kodi communitie,

I have some questions about enable 60HZ and HDR for my movies. I will explain you :

I bought a LG OLED 55' 4K HDR B7 to upgrade my old Samaung full HD. Furthemore, I upgrade my HTPC with Libreelec 9.2 with this : 
Case : Origen AE M10 (a very good old case) with 150W PSU : Origen M10
Motheboard : Asus PRIME H310I ITX with HDMI 1.4b ( I think this is the problem)  Specification
Proc : Intel I3-8100 Coffe Lake with Max resolution HDMI 1.4 (I think this is also the problem) Specifications
HDMI cable : QED Performance HDMI (I htink 1.4) Specification
Graphic card : NONE

When I start Kodi, the maximum resolution is 4096x2160@30Hz. The 60Hz is not proposed.
When I play a HDR movie, my TV don't show the HDR logo. When I start the same movie on my TV, The HDR logo appears. 
So I think, my system is not supported HDR and I think it's because My motherboard and my proc is in HDMI 1.4

My questions : 
If i buy an ITX motherboard with HDMI 2.0 could I play HDR movie. Is my proc capable to play HDR movie ?
Should I buy a graphics card to enable HDR ? If yes which is better for Libreelec : Nvidia or AMD. My case is not bigger, can you propose me a reference of graphics card to enter my case ? And, for information, my PSU case is only 150W, 
Should I change my HDMI cable also ?

AFAIK, the HDMI 1.4 standard is indeed limited to 24p for 4K resolution.
The Intel I3-8100 Coffee Lake can do (some) HDR, but HDR in Kodi is still a work-in-progress.

That said, lots of cheaper Android boxes can do 4K60 these days, and the newer Intel/AMD can do 60fps. Nvidia is falling off the bandwagon as far as support for Linux goes, Windows is a question mark for me.
The question also is: how much content (movies, sports) in 4K60 is already or will be available? Most 4K60 videos I see are presentations only, showing what a TV is capable of.
Most movies and tv eps will be 24p for some time to come IMO.

Indeed, all of my movie are in 4K24p. I don't have 4K60p movie. But, when I use Kodi interface, the 60Hz mode is more smooth than the 24Hz. Indeed, I want just to use 60Hz for interface and 24Hz for movie. But it's not a priority.
For HDR, If I understand, the HDMI 1.4 can do. So it's not necessary to buy a HDMI2.0 motherboard or a graphics card. I must just wait for a new stable Libreelec with HDR support right ?

The big source of 2160p50 and 2160p60 stuff will be UHD TV sport streams - with BBC iPlayer already running 2160p50 HDR streams that can be played in Kodi during live events like Wimbledon Tennis, World Cup Football, FA Cup Football etc.  It's widely expected that Tokyo 2020 will be UHD HDR on BBC iPlayer too - so that is one thing to aim for.  However I don't know how well supported HLG is on Intel/AMD platforms - all the reporting seems to concentrate on HDR10 and Dolby Vision (neither of which are in widespread use for live TV)

Odroid N2 and Rockchip 3399 stuff both support 2160p50 HLG in CoreElec and LibreElec respectively though.

For me , kodi interface is in  4096x2160@30Hz and the result was extremely good. I will wiat for futher upgrade about HDR.

For me , kodi interface is in  4096x2160@30Hz and the result was extremely good. I will wiat for futher upgrade about HDR.  

I'd disable 4096x2160 modes in your Kodi whitelist, and avoid running your UI in that mode.  There are no 4096 native LCD or OLED TVs (*) on sale in the consumer market - all panels are 3840x2160.  As a result a 4096x2160 UI will have scaling artefacts as it is scaled to 3840x2160 for display.

(*) There 'may' be some 4096x2160p projectors I guess in the consumer sphere - but there are no mainstream 4096x2160p sources that I'm aware of (all consumer sources are 3840x2160)

noggin you are right. My TV accept maximum 3840x2160. I will change the setting on Kodi to have 3840x2160.
