EDL Not Working at Start of Video

My PVR is setup to start recording 3 minutes early in case the show or my clock is a little off.  I'm using Comskip to create an EDL file and it correctly identifies the section from 0:00:00 to 0:03:00 to be a commercial.  However, Kodi won't skip that commercial unless I change the EDL file to start at least one second into the show (1.00).  Not sure if this is a bug, or Kodi doesn't have time to parse the EDL before it's too late to skip it.

As a workaround, I updated my comskip "padding" option to "2" which has fixed the problem, but at the cost of also seeing an additional two seconds of commercial for every break.

1. Is anyone else seeing this behavior?
2. Is there a better solution or a more appropriate Comskip setting I could use?

In my comskip.ini I use this

always_keep_first_seconds=2
