I cannot find another place or method to post.
I have read all the suggested material, and it does not tell me how/where to post.
I have tried 4 times to install 18.7 Leia.
Same error each time:
Click run Kodi.
Cannot run due to missing msvcp140.dll
Hit CR again and get cannot run due to missing vcruntime140.dll

Suggestion is to install again, but that does not change anything.

I ran version 16 something for years W7 64  Ultimate - w no problem.

Same Home built AMD  8530? as above.
Just switched from 7 to W10 Pro-64 10.0.18363 build 18363
24 GB RAM
