Oh.. Your majesty's problem has not been dealt with yet?
For your information, we do not have magic wands to change code with a flick of our wrists.
Changing code that affects multiple areas in the Kodi application isn't done overnight.

Right now, there are more pressing matters to attend to. Changing subtitle border lines is not at the top of our to-do list.
So stop moaning, and use a different media player if you need your precious subtitle borders.

As info the subtitle feature as border size setting has been added in next Kodi v20
