So let's try this 'settings>video>adjust display refresh off; Sync off; Render method DXVA; Allow hardware acceleration ( gfx acceleration ). There is a small chance that some add-on or dependency is incompatible, so the skin switch might work (doubtful though). Without eliminating all your add-ons etc... it might be better to just put up a fresh portable installation, totally stock, ensure it's functionality playing a local video, then configure for SMB and see if a bare bones Kodi will play on that hardware out of the box so-to speak. If you have that success, then at least you will have a build point to go forward and without compromising your existing set-up.

Should it fail this last test, then I'll point at MS networking and suggest you might consider 'Linux'.
