LibreELEC (official): 9.2.3 Rasbian RPi 4 kodi does not work

Hello!
I have an RPi 4 device connected to TV (Samsung UE46ES6550) by HDMI, installed LibreELEC (official): 9.2.3
When the device starts up, only "LibreELEC (official): 9.2.3" is displayed (and the logo is something like that) and the download stops.

Chose another way:
Rasbian is installed on the RPI 4.
Installed Kodi, according to the forums and instructions, you need to add the dtoverlay = vc4-fkms-v3d parameter to config.txt.
When adding a parameter and loading Rasbian, I get a black TV screen (No signal). Without this parameter, the system boots, but kodi refuses to start. (unable to create gui )
Tell me, can anyone come across this issue.

Please help, have any ideas?

dtoverlay=vc4-fkms-v3d is the default setting of a clean PiOS (formerly named raspbian) install.
Are you saying a fresh PiOS sdcard (without your config.txt edits) produces a black screen?

yes, without confugure config.txt, after install fresh Raspbian I get black screen.

Raspbian is  now called Raspberry Pi OS. Can you confirm issue still occurs with latest version:

and if so create an issue here: https://github.com/raspberrypi/firmware/issues

You're problem isn't with kodi if you get a blank screen with the default PiOS install.
Solve that first, then try kodi again.
