v18 unable to create gui error

Win 10 Home downloaded and installed Kodi 18.8. Open app and get unable to create GUI error. Went to the web, got instructions to delete profiles file from c/users/"me"/AppData/Roaming/Kodi/ userdata. Did this, reopened Kodi; same problem. Kodi seems to create a new profiles file on every opening.

Yes, that is what it is meant to do. It cannot operate without the master profile.
