For what its worth, the keymap issue still seems to exist in Kodi 19.5 almost 2 years later.   I just upgraded from 18.9 to 19.5 and immediately noticed some of the buttons on my Harmony remote not working, even though Harmony remote was selected in Settings/System - Input.

Changing the default from 1 to 3 in darwin.xml resource fixed it right away.
