Bug Strange slowdown around 10 minutes after Kodi start

Once I moved from JRiver Media Center to Kodi I started to see a very strange slowdown happening around maybe 10 minutes after startup of Kodi which shows itself as:
* video playback: temporary screen blackout/no sound and then jumpy video for several seconds
* no playback: temporary screen blackout

If I look at CPU consumption at that time (via Pulseway) I see significant CPU increase, looks like one CPU core might be fully busy (INTEL Pentium Gold G5500). My setup is Kodi running on HTPC (embedded video, system on SSD, movies and music are on local HDDs, no network drives) connected via HDMI to receiver.

I am now using UWP version 19, but the same issue was present also in the previous release (18?).

This doesn't seem to have any connection to video file format and as I wrote above also visible even there is no playback. How can I get to the bottom of it as it's extremely frustrating.

To receive meaningful assistance you will need to provide a full debug log.

If you are using the Basic Method, then ensure the following is applied...
1.Enable debugging in Settings>System Settings>Logging,
2.Restart Kodi
3.Replicate the problem.
4.Upload the log to Kodi Paste Site manually or use the Kodi Logfile Uploader. (wiki) With either method post the link to the log back here.

If you are using the Advanced Method ensure you have correctly created and applied the advancedsettings.xml file (wiki)

In both instances, you should see the word DEBUG throughout the log.
