I forgot that they did that - it's an optional stage isn't it?  (Not sure what you mean by them doing it with ATSC 1.0 and DVB though - those platforms are sending an MPEG2 transport stream already - though the HDHR can send it as an http stream - and you can also persuade some to multicast it as well?)

I think the format is only optional on the dev models. 

For older models what I was meaning is that, DVB QAM and ATSC 1.0 via http is not raw broadcast ts, there still is PID filtering and possible able card decryption.
