There are no alternative addons. Kodi PVR is designed to run on a LAN. Please try the LibreElec 19 alpha on the RPI4. That is what I’m running and it works perfectly.

I have not heard of any windows users having issues on 19/19.1

If the video is hanging it must be a weird compatibility issue between the kodi devices and your gigablue box. But that feels unlikely.
