Can't run .exe files because whenever I try starting them it just asks me to pick an emulator instead of launching it from my PC.

Not sure what this has to do with a Kodi support forum. Running an executable on a PC sounds more of a MS forum and beyond the scope of this site. If this concerns Kodi, then please submit a proper debug log (link), with an explanation of what you're trying to achieve and some background info on your equipment.
