I am trying to work out if something has regressed here with Coreelec - I am having issues with a very similar scenario, and I previously...was not, as per above. (Or perhaps when testing and talking about this above, I was only using folders where the thumbnails had been built...but I think not).

I am seeing very long hangs/pauses when browsing images. It seems to be the thumbnailing, but it's out of all proportion - an image Kodi can read and display in full in microseconds, seems to results in very long (multiple second) thumbnail generation times, leading to these pauses and hangs. And I've not seen this on other platforms...
Just trying to gather info at this point to isolate where the issue is actually coming from...
