constant IPTV channel buffering, stuttering, scrambled image

Two separate systems, one is a Windows 10 PC, other Windows 10 laptop. Same version of Kodi, same version of TVheadend, same IPTV, same internet connection.

On the desktop installation, everything is fine and smooth.
On the laptop, (HP Spectre X360 15-eb0xxx), problems as per title.

That is quite an old version. There aren't any further fixes for that major Kodi version.
Have you tried running a newer version in portable mode? That way you can compare the two side by side.

From a non-dev & non-video expert POV, judging from the errors in the log, I'd say the file/stream is corrupted. But someone else could have a different opinion.

Yes, originally, I had the latest version installed on the laptop, and with the same issue.
The reason I installed this older version was that, that's the version installed and working fine on the PC, so I thought it might be an issue with the latest version, but
it seems it's something else..
