Is there a USB atsc tv tuner that has fm radio that will work with NextPVR? or Kodi in general?

Yes.
I have a WinTV-dualHD model 01590 which I've used with NextPVR on Kodi to specifically receive radio channels.
This is a dual tuner, capable of receiving: Freeview HD (DVB-T2), Freeview (DVB-T) and DVB-C digital TV. It works fine in my geo location (UK).

EDIT: Just noticed you stated you wanted a atsc tv tuner, so the first link is probably not suitable. Not sure about the 2nd one for your geo location.
Probably @emveepee would have a better idea for atsc format.

Interesting. Thats what I needed to know. I am in the US so I need ATSC. I guess I need a WinTV-HVR-955Q. According to Haupauge, the US WinTV-dualHD will not do FM Radio. https://hauppauge.com/pages/products/com...uners.html

A few things about FM radio. First it is analog which most vendors droppped when they dropped analog tv a decade ago. There are almost certainly going to be potential issues with the vhf and uhf antenna requirements. Probably the biggest issue though is expectations, just because a tuner receives the fm frequency it doesn't mean you get the quality that you might expect. It is not like digital tv where the card captures the raw digital stream. I recommend trying internet radio as IPTV first it might be better quality the an fm tuner.

To this specific request you did not specify the OS and there is a big difference on radio support. Since this is NextPVR specific I suggest going to the NextPVR forum. There is a thread on getting a few USB tuners working on Windows.

There are also ways to use the cheap sdr radio USB devices for FM but my experience is the sound quality is not great "hifi". These don't work with atsc so you need a second tuner

Thanks. I didn't know there was a nextpvr forum. This is going to be used on a windows device that will be installed in a car without internet. Im not really worried about music sound quality over fm. But i hope reception wont be too horrible. I will rarely use fm but it would be nice to have the option.
