4k 60fps

Trying to enable this.
Simply want to stream 4k videos.
Fast internet/Ethernet connection
Rpi 4 b

(If this isn't good enough suggest an android box or other media device please but not a pc or anything with a high power usage) *

Any tips on

1. Enabling 4k 60fps
2. Checking if 4k 60fps is enabled.
3. How to overclock if necessary. (I'm using an ice tower. Amazing cooling)
4. Any other relevant features to tweak to make 4k 60fps run smoothly

What does this have to do with anything I asked?
A log is for diagnosing a bug. Not how to overclock or enable 4k 60

Still unable to figure out why 4k won't work.

I'm plugged into the HDMI port closest to the power input.
I have a 4k 60 cable

Screen goes black when I chose a 4k source

No debug log.
No clear specification of the operating system.
No other tech settings/details.
No apparent self-initiative of googling "Raspberry Pi 4 enable 4K".
