Can the Kodi 19.4 be upgraded to do multiple refresh rates because Samsung Tabs S7, S8's support 120hz. 
Second, can these refresh rates be supported on both the tablet screen itself and external monitors that run upto 120hz?

No, not at this time. Right now the team lacks a specific Android developer to begin with, and, I'm sure implementing those refresh rate changes will also impact the graphics handling on other OSes and GPU hardware. We want features to be available on all devices able to run Kodi, a fragmentation of supported features on different devices is too cumbersome to maintain.

Phones are bit different IMO. First the Android/iOS APIs will need to allow/support it, and then comes the technical part to sync a video in Kodi at rate higher than 60 fps. Not such an easy feat _and_ keep Kodi working on "all" supported devices.
