This may be the wrong forum idk, but I just downloaded the official Kodi remote and I don’t know what the username and password should be - please advise. Also, will this remote work with vpn running?

The credentials are what you enter in Kodi's web server options in Settings/Services/Control/Web server.

How remote are you planning to be? Using a remote without the TV/screen in sight will become problematic.
Anyway, any questions on the usage of VPN will not be answered as per our VPN policy (wiki), even when a vpn is used for fully legal purposes.

by default you don't need credentials. Like @Klojum said, it directly depends on your Kodi configuration.

regarding VPN on, it might or might not work, you need to try.
