I have an issue with my Libreelec/Kodi at startup. It is not loading the channels:

I need to go to the settings of the PVR add-on, press on OK to save it and then it is able to get all the channels and I can start watching the TV streams.

Any idea how to solve this?

So you mean without changing the URL, you just opening settings, click save and that’s it?

Enable "Wait for network" in LibreELEC add-on somewhere under Network.
