The whitelist will display all the resolutions and refresh rates your TV supports. If the ones for your video aren't listed then your TV won't be able to display it anyway.

It would just be passed to the TV as-is, for every video played. 

And your TV won't be able play it as evidenced by it's omission from the whitelist.

This can get a bit confusing when frame rates come into play as not all TVs support all resolutions at all frame rates - 1080p is often supported at 1080p23.976/24, 50 and 59.94/60, but not at 25 and 29.97/30 - where you have to allow frame doubling to 50 and 59.94/60 (as also used when this content is shown on many broadcast TV outlets that use i25/p50 or i29.97/p59.94).

Also SD (often analogue) content can often be digitised by some third parties at PC-friendly square-pixel resolutions (768x576, 1024x576, 640x480, 854x480 etc.) rather than the standard 720x576 or 720x480 SD video resolutions - and these will need to be scaled for output over standard video resolutions.

Hmm.., not true for Kodi on (all) Android. In my Kodi on Android installations I get only one possible UI resolution and hence only one to whitelist.
Just to mention that on the same device (same cables and TV) Kodi on CoreEelec displays all resolutions my UHD TV supports, and then can be whitelisted.

One that I have (among others) is not really a "low end android box" but Odroid N2+ with Android 12 (&13) builds that flawlessly does resolution/frame rate switching in Android, and I can choose any UHD/HD resolution my TV supports, but Kodi on it still shows only 1080p/60Hz...

Maybe it's not so much low end as it is Android version. I mean, the $20 Onn 4K box (2023) with Android 12 supports refresh rate matching and can present a long whitelist. The thing that bothers me about it (CCwGTV, too) is that when it does it, the screen goes black for a couple of seconds, and then just before the video starts to play, either the Kodi UI or a frame or two of the video will appear for a moment, then the screen goes black again, and then the video plays normally. This flashbang doesn't happen with my PC using the same TV (Sony A80J). I even started a thread on this a couple of weeks ago, but it's one of those lonely threads with no replies.

Analogue SD content was digitized by so called "professional" (actually, just a guy that bought video capture card to convert analogue tapes to digital format for a charge), and I've ended up with 624x352 videos. I haven't had time to try izprtxqkft's suggestion to convert it with ffmpeg yet.

And regarding Android, Fire cube 3rd gen displays a lot of resolutions, not just one (and it's Android).

Yes, and that is only "motherboard" on your link. Besides that you have to buy a power adapter, some form of storage media and a BT/WiFi adapter to make it complete as an "Android box"...

I'm aware of that since I own a Firestick 4K (30$, cheaper than most cheep android boxes which also runs an Android version, and with it I have all my TV resolutions; that's why I wrote "...not true for Kodi on (all) Android"

Strange, I converted all of my home VCR tapes years ago, and they are 720x480.  I used a capture card inside my PC and a DVD player, to capture to my PC.  That was years ago.

Not sure how I got the 720x480 or how you got your resolution.

Recently, I converted my brothers homemade super 8mm "tapes" and the result was also, 720x480.  I used a digitizer like this one.
