And you automatically assume it's pirated...
These are actually old camcorder family videos digitised by a "professional" in a weird resolution, since I don't have video capture card.

One that I have (among others) is not really a "low end android box" but Odroid N2+ with Android 12 (&13) builds that flawlessly does resolution/frame rate switching in Android, and I can choose any UHD/HD resolution my TV supports, but Kodi on it still shows only 1080p/60Hz...

Hello!
This is exactly the case. Analogue SD content was digitized by so called "professional" (actually, just a guy that bought video capture card to convert analogue tapes to digital format for a charge), and I've ended up with 624x352 videos. I haven't had time to try izprtxqkft's suggestion to convert it with ffmpeg yet.
And regarding Android, Fire cube 3rd gen displays a lot of resolutions, not just one (and it's Android).
