Android Wake on access doesn't work accross subnets

I am trying to figure this one out. I have kodi omega beta 2 on an Android TV 11 on a guest subnet and my smb server is on main lan. The 2 subnets have a firewall between and I have setup rules for SMB and allowed forwarding of port 9 UDP from the TV to the server.

Now I know wake on lan is supposed to be broadcast, thus not being able to be routed, but from experience it should work as long as the port is forwarded. And I tested it with an android phone on the same guest subnet with port authority app and as long as I specify the IP and MAC and the proper firewall rule allows the port forward it can wake the server, so I can't see why kodi can't do it given the same information.

I've looked up the docs and found the "wakeonlan.xml" file and filled it in with my info and placed it in the userdata folder:

I sanitized the unique part of the MAC in the log and xml pastes, however I can confirm it showed the same MAC I used for test on the phone wake-up application.
I could see in there that kodi properly loaded the wakeonlan.xml and it attempted to wake the server on access, but it timed-out and the server didn't wake up.

I am not sure if the port authority app is using a different kind of packet to wake hosts and if would be possible to implement in kodi. I found an older addon called Advanced Wake On Lan but I can't seem to find it in the repo.

Is there something I'm missing?
