Made additional tests:
  • Fire TV Stick 4K Max 1st gen - all works.
  • Fire TV Stick 4K 1st gen - option isn't visible, brightness isn't adjusted. System Info -> Video -> Display supported HDR types shows "none".

Then it really isn't a solution as it doesn't cater for SDR.

As pointed out,  "I use" it's a complete and satisfactory solution for my usecase. It's certainly not practical for mixed SDR-HDR use.

Perfect! Added info to PR

This is expected: if no HDR display is present or is present but firmware not detects it, this feature is no available as is not need adjust brightness on non-HDR displays.

Even if this is due a "bug" in Kodi (not detect HDR display on this device specifically) is not relevant for this PR.

Can someone check what happens if you play a Dolby Vision video through an addon that uses InputStream Adaptive? For example the Disney+ / HBO Max / Amazon VOD addons.

For me the brightness does not go down if I play a DV episode through the Disney+ addon.

Just wanted to thank the author of the PR that implemented SRD peak luminance on Android TV. It works brilliantly and has solved all these issues.
