I've configuring my remote, and I've got the delay working well in advancedsettings.xml but I'm having issue with the repeat rate.

The repeat rate seems to be about 100 per second, and ideally i'd like this more like 10 per second. Is this configurable anywhere?

I'm using lirc and a antec vfd+imon combo.

Is it possible to change the Remote Repeat Rate so it isn't extremely fast anymore?
The same thing I would like to know for the Keyboard Repeat Rate. Is it possible to change it?

What is your OS and which XBMC version are you running?
I just reinstalled and experience the same behavior.
