I just did a clean install of Frodo final, and attempts to FTP to the box are met with:
Connection attempt failed with "ECONNREFUSED - Connection refused by server".

I'm attempting to connect on port 21, as I did previously on Dharma and Eden. Is there an FTP server installed with XBMCbuntu? Am I missing something basic?

use sftp or install a FTP server

Yes use SFTP (wiki) or if you really want a FTP server see FTP (wiki) for instructions on how to install vsftpd.
