There are loads of (free) articles and guides on the internet on 'how to write modular code' with tips on where to start to separating your code into independent modules.
Anyway, I guess the first step is to set up t a public repository for it, like on SourceForge or Google Code, and then take it from there. This way, other people will be able to checkout the code and submit patches or make suggestions for improvements.
