Don't go with a Radeon card unless you want to do all your decoding with CPU. You would be better off going with the Nvidia 210 or something like that. Just make sure it has VDPAU support.

I would recommend that you do some more forum reading before buying because I just got this working with full 1080P video just fine:

If you want something more beefy then I would recommend the Asrock 330 or the AspireRevo

If you insist on building your own make sure that you go with an Nvidia chipset that supports VDPAU
