What do the conditions "System.HasLocks" and "System.LoggedOn" mean?
Can't find it in the Wiki.

haslocks means locks are enabled.
system.loggedon is true if user is logged on (i.e. you're not in the login screen). seems rather redundant.

I'll expand on that
System.HasLocks means that you have added a lock to the master user profile and have various things locked out by the master user and current user passwords.
System.LoggedOn is useful for if you want to show stuff for like what spiff said. This is actually used in pretty much all my skins to display a different DialogbuttonMenu layout eg: in PM3 skins it hides the system info eject and loggoff buttons
