Plugin developer fees

I'm ordering devices that have XBMC 13 and Kodi 14 on them and the supplier is stating that Kodi is causing them issues because developers for plugins are going to be charged? Says one of his manager's friends is an XBMC developer so he get's his news first hand before release. Any idea if this is just a sales pitch?

I suspect the true issue is that a lot of plugins his devices rely on use plugins that have no maintainer and that don't work with the new plugin framework.

complete bull and we don't have a 'new plugin framework' either.
Do not PM or e-mail Team-Kodi members directly asking for support.
Always read the Forum rules, Kodi online-manual, FAQ, Help and Search the forum before posting.

I thought there was a plugin framework recently developed which differs between 13 and 14. I know I read that much, my version numbers may be wrong, though.

I'm trying to find what I was reading but I can't find it anymore, all I can find is the API was extended in 13, not built from scratch. I also read a couple things stating that some plugins may become "unsupported" in 14.

Everything looks pretty standard from 10+ to me.
