Hello,
I'm controlling XBMC via HTTP and for some reason the IP for it keeps changing.
Is there any way to make it a static IP?
I'm using XP SP 3

Set the static ip address in network config in control panel of your pc.

XBMC is going to use whatever IP address you have setup on your XP machine. Just set your machine to use a static address within your network subnet.
Most likely in this range
192.168.0.2 - 192.168.0.254
or
192.168.1.2 - 192.168.1.254
